@tommi@pan.rent If you also include the UK in European then I can recommend Clouvider (https://console.clouvider.co.uk/cart/vps/).

@tommi@pan.rent I cannot know what you looked at, but if I went looking for hosting, uberspace would be on the list carrying the items to be looked at.

@tommi@pan.rent I've had good luck with OVH, upcloud also exists and will probably give you free starting credits if you tag them on here

@tommi@pan.rent netcup is pretty cheap and hosted in germany. I was interested in using something like leafcloud or greenhost for the climate, but netcup remains way cheaper

@tommi@pan.rent depending in your needs, a webspace at uberspace.de could be worth looking into. They suggest 6€/month but you can set your own price if that's too expensive. Functionality is more limited than a full VPS, but they have really good documentation

@tommi@pan.rent Netcup is pretty reliable and very affordable. Have been using them for years. Let me know if you need any affiliate vouchers.

@tommi@pan.rent what exactly do you want to use it for? i like https://uberspace.de. it's not a set-up-your-vps-from-scratch offering, but it's shared hosting with shell access. pricing is based on a sliding scale, and while not exactly a cooperative they seem to be working without a boss as far as law allows in germany (in the end one person is legally responsible here). for me it's pretty good, works well for small services, but i wouldn't use it to, say, host a nextcloud for a small org.
