You mention São Paulo is sprawly but also surprisingly dense with shorter apartment towers. Do you think North American cities could realistically replicate that built form organically through zoning reform, or does it require the kind of top-down density that's politically off the table here?

@swope I don't know, there's a lot of top down here. I don't think it's all that different from what you're already starting to see in a place like Toronto
