The setting to change footnote formatting? No, not in "Format" or "Styles", but in the global menu "Tools" as "Footnote/Endnote settings" right next to the "Mail Merge Wizard". Thats nuts.
It took me an online search to find that!

Ah, 2cm border from the page to text i hear? well, say no more! just create a new page style, adjust its margins to 20mm and.... yea the now your footer is messed up. Again, a internet search led me to a forum post which explains what the 19 (!) spacing settings do [1] and after reading it, it makes sense that the margin is actually a "no print area" and not just space.
