As someone who was on Perfect Dark for a loooong time, they had just about everything. https://en.wikipedia.org/wiki/Perfect_Dark_(P2P) The only sin in Japan is what you get caught doing. If you could kidnap and murder people without "causing trouble for others" they wouldn't give a shit.
