Policies could help, but it's also about culture The video that I was watching suggested to fine educated and qualified workers 500,000$ if they ever leave Canada for another country like USA Which I think is really stupid. You should make Canada competitive and attractive instead of punishing these workers I work in tech, and I think Canada would benefit by having something similar to Silicon Valley Encourage competition and innovation.
