This is very often the case. We very often don’t need new laws but rather proper enforcement of existing law. Hate crime laws are a fedi hornets nest stirring example. A functioning system/society would sentence the ever-lovin’ $&@# out someone caught burning a cross on my lawn for vandalism, trespass, arson etc, to effectively deter hateful behavior.
Once “hate” is itself a crime, we establish a means to police thought and those means ALWAYS come back to harm those the law sought to protect.
