@element Hello, I agree that upstream development needs to be supported and maintained. I think the choice of a government to keep a project entirely in-house is logical, on a nation-state level there are due diligence considerations that can be far reaching(security clearances, espionage, locality, etc). Imho the value of government adoption far surpasses monitory funding (however necessary that might be for surviving capitalism), up-streaming of bugs found by security audits come to mind.
