Hello, I agree that upstream development needs to be supported and maintained.
I think the choice of a government to keep a project entirely in-house is logical, on a nation-state level there are due diligence considerations that can be far reaching(security clearances, espionage, locality, etc).
Imho the value of government adoption far surpasses monitory funding (however necessary that might be for surviving capitalism), up-streaming of bugs found by security audits come to mind.

@SamuelCo You can do both though: keep it entirely in house *and* fund the upstream. The value of submitting bugs and government uptake is nil if the upstream project isn’t funded.
