Are rankings not a problem anymore if they're based on open data? Not exactly.
But I do believe this is an important development, for threee reasons:
1) Open data provide the transparency needed to audit the data and processes used to generate specific indicators - which is crucial in deciding whether these indicators are a good fit for the specific purpose organisations might consider using them for.

2/ The use of open data and code provides the opportunity to modify or expand on existing approaches to calculate indicators, for instance by broadening the set of universities and/or journals considered (also making use of the fact that OpenAlex has, by design, much broader coverage then Web of Science). 2a/
