Appears the owner doesn't seem interested in making a profit but just in providing a home for the tenants so perhaps turning it into a co-op with the residents buying in with enough funds to do the upgrades needed and a monthly co-op fee high enough to ensure this doesn't happen again might be an option. https://www.cbc.ca/news/canada/british-columbia/vernon-mobile-home-park-power-loss-9.7152632
