A country can't just buy a bunch of books and get skills. It need to invest in people; people who learn to do stuff by doing it. Process knowledge is also fragile. Since you can't write it down, you need a continuum of people teaching other people and it's too easy to break the chain and lose immense amounts of knowledge that then it's very hard to win back.

    One anectode is that I was told that at a climate modelling centre they can't improve their model much because all the old folks that knew how it worked retired.
