The FIFA ranking system for teams is based on the ELO ranking system (popularised by chess). Essentially, when two teams play they will gain or lose points relative to the difference in the current ranking between those teams.
There is a scaling factor that gives more weight to competition matches vs friendlies and the World Cup gives the most weight. In particularly games past the quarter finals give the most weight.
Having just looked at the formula I can work out that if England beat France for the match that no-one ever wants to play in (3rd place play off), then England will (narrowly) move past France and take 3rd spot in the rankings!
