Deschutes County should definitely do this instead of fiddling with districts that will never satisfy everyone. And don&#39;t worry so much about the math; just emphasize that all voters have to do is rank candidates 1, 2, 3. Ayup. #Transit is an afterthought, and essentially seen as a welfare service for people who can&#39;t drive. The bus, particularly, is shameful to use.
