  @jef @haraldkliems I could also have to do with when people ride and walk - commutes are clustered around dawn and dusk. Picking out the seasonal variance between commute times and dawn/dusk might show the specific impact of commuter density vs changes in visual accuity.

  @hyakinthos @pluralistic Allow seems better here. Enable is awkward and it's specificity does not add to the clarity of the sentence. Enable is used mostly as a marketing word and using it in this context would be odd.
