  Lol I was looking into this the other day. From what I understand it’s to prevent too much power being with any one group in US govt … Short answer is no, most countries have rules that see public servants (govt. employees) paid even when a departments budget has not been agreed - for example Belgium en.wikipedia.org/…/2010–2011_Belgian_government_f…
