  You don’t seem to have read the article because the government admits that there are issues with racial bias and it’s already attempting to mitigate that for indigenous people specifically, but not black people. Whatever correlation may or may not be present should not be used to justify worse conditions. Worse conditions lead to worse outcomes so it becomes a bit of a self fulfilling issue.   They’d be better off with the cash that they could choose to invest or spend as they please and they would be much better off if companies were not able to extract that amount of wealth in the first place. Then they wouldn’t have to threaten a strike to get compensation. They weren’t just gifted this. The union had to fight for it.
