  Oh, in this part of the world, it’s not a picture of the birth certificate but of their genitalia. Ignore the pedophilic over and undertones of requiring children to show their genitals to adults(read: men typically because women shouldn’t be in places of power, obvs) who can confirm that they appear to be the correct set for what is being requested.
