you are more likely to know a buisness owner than an immigrant if you live in a rural town far from the border (or know that you know one anyway)

Right, which just makes them easy to stuff under the label of ‘other tribe’. And ‘other tribe’ must be run out of town at any cost. Even if they aren’t in your town to begin with.
