• Currency or country mismatch: The issuer may decline a purchase in an unsupported currency or from a country outside the card’s permitted transaction region. • Velocity or fraud controls: Several retries, rapid transactions, unusual amounts, or many merchants in a short period can trigger automated risk checks. • Expired, frozen, or replaced card: A card may be locked manually, automatically suspended, or replaced after a security event without the user noticing. • Merchant-side processing failure: The payment gateway, checkout form, network, or merchant account can be malfunctioning even when the card is healthy. The important distinction is whether the problem is card-side, merchant-side, or policy-side. A card-side problem follows the card across merchants. A merchant-side problem appears only at one checkout. A policy-side issue usually relates to category, geography, recurring billing, or transaction type. (9/43)
