I used to run RetroPie on a Raspberry Pi 1 and it was able to play most of the SNES games I tried. Of course that was with no shaders or upscaling.

I got retrorangepi on an old orange pi zero w with an h2+ processor and 512mb of ran that could run little big planet, the psp one, and had no problem with any ps1 game or most Dreamcast games.
