okay, I got this from apple when I asked what forms of id were accepted for age verification as passports and debit cards don't work. "If you don’t have a driving license or a credit card, Apple accept PASS-accredited Proof of Age cards from the following issuers: Citizencard, Young Scot, MyID, and Totum ID. They are nationally recognised photo IDs designed to prove your age, and display a photo, name, and date of birth."
