At most you need power management software to avoid wrecking the batteries, and that can run without phoning home. With self driving as an expensive premium service if you're willing to do the driving the car needs none of its big brother features. However that doesn't get around the law Biden signed that makes every car, whatever the power source, into an arm of the panopticon.
