in Germany that's not the norm, the norm here is that every tenant has their own contract with an ISP, and can choose between different ISPs, and the ISP who owns the last mile is legally required to rent it out to any other ISP who wants to serve a customer at that location.

@LunaDragofelis@void.lgbt it's not the norm here either. This is actually pretty uncommon. I didn't have much of a choice because we ended up here on short notice and we've stayed because it's cheap and we're broke.
