Between Malkuth's code of conduct and Hod's training material, there are many pages shared around. These are not the only documents in the facility, far from it, but the Abnormality reports are just sent to the Manager. Meanwhile each time Malkuth judges a Sephirah lost their copy, or Hod adds a new chapter, some Clerk has to photocopy the whole thing again. They're not supposed to read it.
