The only problem is and has been that capitalism makes wanting/needing art in your life sometimes incompatible with fulfilling other needs such as food and rent. Because we don't immediately die from lack of art, that drops the incentive to pay a fair wage for it to the bottom of the list. The problem isn't people don't care about art or artists. The problem is capitalism.
