"Enemy Combatants" isn't an HONEST designation for anyone who is not either physically fighting, or directly physically supporting the ones that are. You can play word games to make words mean what you want them to mean, this is what THEY do all of the time, but deluding yourself is not going to help you. And it doesn't really matter, what's actually important is how to impose pain on those who are causing you problems. And assassination warfare against the support infrastructure of a regime is highly effective. This is because there are SO MANY support personnel that securing all of them is unrealistic, and they are all terrified of risk, so the terror aspect will be a force multiplier.
