This is like, everyone's strategy in every war. But what ends up happening (every single time) is nobody believes them except their own analysts and they end up convincing themselves that they're doing great - only to get beat upside the head by reality when it becomes undeniable...
Something like:

> what do you mean, last
> we don't have any more, sir
> WHAT DO YOU MEAN WE DON'T HAVE ANY MORE
