LOL. Someone on reddit: "Normally congress decides [when to start a war]."
It's been over 75 years since that was "normal". We have 76 years since the start of Korea (which is still on) of "police actions" and "operational objectives" that are everything war is except in name and nobody has lifted a finger to change this in all that time. In fact, all the fingers have been decidedly pushing down on making this more and more the norm.
