I also thought that back in the days french cars (the small "la voiture" not the big "le car") often had black plastic bumper bars so that when you fit your voiture into a parking space, you can bump the other cars without scratching them. My old VW Polo also had black bumpers, so maybe just a small car thing. :/ I also heard that using your handbrake will definitely get your car scratched as others cant just push your car away.
