Croatia pumps the brakes on Montenegro’s EU membership bid. Zagreb is pressing to resolve long-standing disputes over war crimes, compensation and border demarcation before wrapping up EU accession talks. Despite those disputes, Croatia has so far consented to Montenegro’s progress in negotiations.
