ICE agents are told the people they're targeting aren't human and that they need to be eliminated to save the country.
so, yes, they are supposed to murder people, and understand that murdering people is part of their remit and goal.

this is why reforming ice isn't plausible. it's a fascist gestapo with a genocidal mission. you can't tell your fascist gestapo to identify themselves and wear body cameras and have that be fine.
