Apparently the windows were made like this to let more light in than ordinary windows. (The listed status means that any repairs or maintenance must put the window panes back in the same position.)

@foldworks I would imagine the owners are hoping the window doesn't need a huge amount of repairs or maintenance because that doesn't look simple.
