Some basic tenets to create a safer city. Feel free to add to this list: 1. re-prioritize transportation options. In order of importance, transportation budget should be allocated in this order: a. pedestrian infrastructure b. public transit infrastructure c. human-powered vehicles (bikes, etc) d. small electric vehicles (unicycles, scooters) e. delivery and maintenance vehicles - trucks, work crews f. private cars. 2. remove all free public parking. Personal vehicles need private storage, full stop. 3. Reduce road sizes as appropriate given the hierarchy of #1 4. Remove all private motor-vehicle storage requirements for new housing development. 5. Remove all freeways where they transit cities. Cities are for living in, not driving over. I live in a city because I want to live in a city, not a theme park for far-flung suburbanites and regressive 50's cosplay.
