The headline and framing is kind of clickbait. All businesses are required to share payment information under KYC laws when requested.
Proton can however be criticized for not offering actual anonymous payment methods on there Account creation page and instead hide it in a support article or otherwise inform the user about the possible risk. They also only accept fed coin BTC instead of an actual private and anonymous cryptocurrency like monero xmr.
