To be clear, I know your distinction between smog and fog is accurate - I just think the wrong word is used in the colloquial phrase "London Fog."
Per wikipedia, smog was coined in the early 20th c. particularly to describe a "pea soup fog" aka a "London particular" or "London Fog."

It goes on to say that a 1956 law banned coal burning in Lonfon after 4,000 died in 1952.
