I have read this thing 2 times today and I can’t find a meaning for this.
What does this idiom mean?

It’s an old saying, longer version I know is: “Saddest thing in the world is a cat scratching at the window because it used to be an inside cat.”

I mean, in essence, it refers to someone trying to get someone else’s attention when they are outside of a situation and looking in.
