Tax reform proposal: The Australian government currently charges a Passenger Movement Charge (PMC) of $70 per departing passenger. This means that a billionaire in a private jet with 9 mates pays about $700, while a Qantas plane full of passengers pays about $17,500. Replace the PMC with a flat charge of $15,000 per aircraft. Full commercial planes would pay about the current amount, private jets would pay heaps more. You'd probably have some exceptions for NZ and Pacific Islands and maybe Indonesia.
