Victorian toll road contracts are classified. You can't read them. The West Gate Tunnel deal extended CityLink to 2045, locked in behind commercial-in-confidence rules. The Metro Tunnel's fixed-price PPP cost $11bn at announcement and at least $13.48bn by September 2024, with extra payments of up to $888m in 2024 alone. The 25-year availability payment clock started in 2026, but no single reconciled total has ever been tabled. Fusion will declassify and publish all toll road agreements. Then we'll table PAEC questions demanding DTF produce a reconciled cost statement for the Metro Tunnel: original contract price, all amending deeds, the post-reset availability schedule, and the projected total over the life of the concession. If DTF refuses, we'll request a formal Phase 3 performance audit. We can't claw back the station retail rights without triggering compensation clauses that cost more than they save. So we'll redirect land-value uplift from the five station precincts into the Victorian Wastewater and Housing Fund via Windfall Gains Tax and Infrastructure Contributions Plan levies, without touching the Project Agreement.
