The Pullman Car Company built sleeper cars (wagons) with dining rooms for railroads shortly after the US civil war. The innovation was that the car and the hospitality was not supplied by the railroad operator, but by the Pullman company. Mr. Pullman "hired" recently freed enslaved people to staff the cars and provide service, but didn't pay them! Or paid them "a pittance" (depends on source). The workers were then forced to work for tips from wealthy passengers. This custom became engrained. Service industry jobs could expect a customer provided gratuity.
