A likely scenario for the mid-terms is a "national emergency" enabling action under cover of chaos. If Canada is the featured baddie of the piece and His Nibs is feeling especially colicky they might go crazy on a whim if they feel some momentum. More likely is thin us out over a hard winter, maybe start interfering with our marine traffic on a pretext, then hit us in a year or two.
