I was triggered by that statement too and about to throw a rant, but I think they mean it like “creating a webpage”, using stuff like wordpress and the like, because they’re an artist who wants to show off their portfolio or something. There’s a lot of “DIY” that abstracts away the actual programming part, so others can just build what they need easily.
