This bill is based on earlier versions by former Rep. Pete Stark, @jacobhacker.bsky.social@bsky.brid.gy, @jonwalkerpdx.bsky.social@bsky.brid.gy and @americanprogress.bsky.social@bsky.brid.gy. It was championed in the House by @delauro.house.gov@bsky.brid.gy and @schakowsky.house.gov@bsky.brid.gy, and @betoorourke.bsky.social@bsky.brid.gy based his 2020 healthcare planning.

The general idea is that around half the country has employer coverage; the other half doesn’t. This would make the new program *optional* for the first half (who are also those most likely to object) but *mandatory* for the second half (who are those least likely to object).
