This is the same thing as burning down your house to keep warm at winter. The russians see more value in firing SAMs as missiles on Ukrainian civilians than shooting down Ukrainian incoming air targets. 2025 they converted ~200 SAM missiles. 2026 they plan to convert 480 by the end of the year.
