Big news from the FCC for cable watchers: 'The [adoped] rules apply a presumption of denial for certain foreign adversary- controlled license applicants, limiting capacity leasing agreements to such entities, prohibiting the use of “covered” equipment, establishing cybersecurity and physical security requirements, and more ... [from threats] posed by an entity that is owned by, controlled by, or subject to the jurisdiction or direction of a foreign adversary ... '... requirement for certain licensees to file an annual report about the licensee, submarine cable system ownership, and submarine cable operations ...
