He didn’t just think he’d be a good ruler, he also knew his involvement would sent in motion a catastrophic jihad that would drown the universe in blood.
He knew he was the opposite of Jesus and that his family were just like the Harkonens but more subtle

Yes, but also... while the jihad would lead to billions of deaths, the state of the galaxy at that time was so stagnant that him not acting would lead to far worse results. So Catch-22 - he was doing the best thing for the very long run, and just didn't have the ability/strength/balls to go far enough himself.
