Since the late 1970s, and with each decade that passes, homelessness increases. Over the past several years? Inceases in the unhoused population like never before. And here we are looking at a vague 10 year plan that through wasteful practices and delays will stretch far beyond the deadline, meanwhile, city admins hide the heat and cold exposure death totals. 10, 25 years,..?
