No, it wasn't. If I understand the above correctly, about which I cannot be sure. Even if a plot to squeeze the Soviets was a part of it, it wasn't all of it. Besides, an increase by the Soviets of their deployment of nuclear weapons on intercontinental ballistic missiles (ICBMs) as a countermeasure wouldn't have been "dumb shit". It would have been expensive, but it would not have been a waste of money, if the US had gone ahead. @reiddragon@fedi.catto.garden
