The main reasons you've heard about fraud in Minnesota are 1) state officials are not on the take, 2) Minnesota actually catches this sort of theft, 3) Minnesota prosecutes the offenders after an investigation. There's fraud anywhere there is money. If you claim no fraud in your state then maybe the fraudsters are sort of untouchable at the moment. Just look at the White House to see what that looks like.
