On what basis are you assuming their pricing is based on charitable parameters? This is never a corporate incentive for establishing pricing anywhere on this planet.
Maybe it's just to encourage hooking new customers into opening an account so they get the higher prices later?
I can assure you if it's a product that is essential to lower earners but optional to higher earners, they will start pricing the product higher once they learn the person is a lower earner.

@Jerry@hear-me.social I’m not assuming they are charitable. I just don’t have a problem with someone using a library computer getting lower prices. Now that I’m aware of this practice, I may avail myself.
