2. They wanted the normie perception to be that anti-ICE protests were similarly scary. (Note how they characterized the people they murdered in Minneapolis.)
3. The frog/dinosaur costumes brilliantly countered that: who’s afraid of a person in frog costume? Who can respect a person (Noem) who points out people in weird costumes and says they’re scary?
4. The costumes, being photogenic, attracted the media’s attention. (2/4)
