I don't think my response could have been comprehensive enough to show my abhorrence of that entire idea, so I'm going to put it here instead.
What I said was "I am neither a small child nor an animal, and I do not want to be treated that way."
Which ended with a goalpost move; of course it's not about ME, never mind that it affects me too, when I use the same roads. It's about those terrible drivers-
Thing is, I don't think they should be treated that way either. Nor children!
I don't use aversive conditioning with my animals, either, so probably I am some kind of a bleeding-heart who can just be dismissed out of hand.
What I thought was "have you tried actually relating to another person in your life," but here I am being polite about it.
Hopefully he's not your average surveillance advocate, or we got a rough ride ahead of us.

(And that's even ignoring the "humans are animals akshully" part of it, but we're doing 101-level "is the thing you're doing getting you the result you want" here, not touching that.)
